Not really if someone has drilled the tailgate for a screw(Cos the bracket is missing).The tailgate is double skinned so could be tightening against the second skin rather than the spoiler if you get wot i mean.

Or as Spadge said the bracket may of come away from the tailgate so tightening the screw but to nothing.
