After doing some digging the fan is definatly ecu controlled.My heater was blowing cold so ive bypassed that for now and now im getting hot air,perfect for the cold weather.The valve was stuck half closed on the HSV .I found a coolant switch which lives under the inlet manifold when i disconect it the fan kicks in after 10 seconds or so.I took a voltage reading from the coolant plug and im getting 4.75 volts. i suspect the switch is at fault.The fan feed i made so its on all the time ive got rid of that now.Ive just got the coolant plug unplugged for now and the engine managment light is now on and the fan will kick in as said before.It will do now till i can get a coolant switch.
