Not open circuit but actually 5v or shorted to the 5v supply if you want to get technical about it... lol
The switch tells the ECU to activate the idle control valve.
The TPS is on slotted mounts so you leave the screws slack and move the TPS until you get 4.5 or above with the throttle closed, then nip up the screws.

The switch is open circuit, and the ECU references this to activate it's idle and over run strategies.

But yes the actual voltage, as you say would be 5V or slightly less and with the slightest opening of the throttle it drops to like 4.4 V or less, as the switch closes.
