What you wanna do is wond cable rite off on handbrake lever then pump foot brake loads of times then wind cable back on so lever has 5 clicks then problem sorted aslong as calipers and cables are in good condition. Ive replaced handbrake cables, discs, pads and reconed calipers and still cant get over 12% , the actual service brake is brilliant , just seems to be somthing wrong with the handbrake levers on the actual caliper
