Default Fueling problem mk4 escort rs turbo

Hi I'm really hoping someone can help. I previously owned an rs turbo that the body work was well past repair. So I got my self another shell with the idea of putting all the stuff from one to the other. Whilst doing this I had the engine compleatly re built. But I'm having trouble getting the car to run. The Only way I can get it to run is whilst turning over the car I have to hold the flap on the metering unit about half an inch. The car has a brand new pump amd filter.all relays and fuses are in working order. Is the flap on the unit supposed to move down when you use the throttle ? As it only slightly moves when turning it over but that's it. This has been going on for weeks now and I can't get my head around it.
