Usually the kind of people driving with no.licence etc have no insurance, no job, long criminal record.etc. so they will just get another ban on thier nonexistant license and a fine they only pay £5 a week from thier benefits, once eventually they catch up with them. No justice as they will likely be back doing it again soon enough.
