Default Registering a New Old Car

Workmate of mine is mad for Mk3 Cortinas. Him and another Cortina owner saw an add on ebay for a new unregistered Mk3 Cortina GXL. Its a 1974 car but hasn't been on the road. They went to go an see it, as it was local and they guy couldn't finish rebuilding it , due to health issues. They decided to help him finish the restoration instead of buying it as Ford fanatics do !!. Now the car. It was used at the Transport Research Laboratories in Crowthorne for testing occupant safety and seatbelts. So allegedly the car is original ouside except it came with those nice Dunlop alloy wheels. The inside has been gutted to fit all this weird padding and stuff , which the guy is trying to restore. As soon as I get any pictures, i'll post them up. But the issue is, that although he has a lot of information on the car, it has never been registered and as my workmate said , it is totally brand new !! So , does he get a period plate when he registers it or a brand new up to date plate ?
