Windows 9 doesn't exist. Microsoft went from 8 to 10. I assume that your mini disc is infact a small form factor CD.

This may be down to the actual drive in your home PC. One way round this maybe to copy the CD on your laptop to a standard size cd and try that in your home PC. An alternative is to try the carriers that were supplied with some small music cds and you just click your cd into that. Might even have a spare if you get stuck.
