make up a solution of UPVA glue and water (1 part UPVA to 12 parts water) and apply with a watering can on a sunny day so they dry out in the day. The driveway at my old house had the same problem and 2 good applications completely sorted it. The job needs doing maybe twice a year to keep on top of it.
