James is right, classic poor earth symptoms. Look at the light cluster, the bulbs will have wire with different combinations of a solid colour and stripe colour. As well there will be a wire common to most bulbs, likely to be a solid colour such as brown, this will be the earth wire. Alternatively the common side of most bulbs will connect to earth through the light cluster mounting, look for a metal connection between the bulbs and Mounting points.
