Here's a hand drawn diagram:



You will see that the output of the Fuel Injection Relay (87) provides a positive to one side of the coil of the Fuel Pump Relay (86). The negative coil terminal on the fuel pump relay (85) is controlled by the ECU. When both coil terminals on the fuel pump relay are correctly charged, current can flow from the supply (30) to the pump (87).
