It's do-able with the dash in. Just a bit fiddly. The shims go between the bracket and the door frame, so as long as you can get to the nuts under the dashboard it shouldn't be too bad.

I just made the shims look like capital "E"s so the door didnt need to be completely removed to slide them in.
