That is the case for an Endura E as fitted to the Focus and Connect. The engine is a newer version of the 1.8. Indeed the cam is locked with a flat bar once the rocker cover is off and a block pin for the crank and a pin for the pump. These are part chain, part belt setups with only one very short belt.

The older 1.8's with a separate pump and cam belts needed pins only, you didn't need to touch the rocker cover or lock the cam.

I could of course be wrong as it has been a long time since I did one.
