Clearly the driver of the Landrover has issues, both mental and driving ability. Given what went on our wonderful legal system give him a fine.
Clearly they think he's a safe normal driver behind the wheel, perfectly fit to drive, who doesnt need some sort of education or training.

Now if he'd been clocked doing 33mph in that 30 zone as opposed to trying to run over a cyclist then threatening to kill him...then of course you'd expect him to be punished and educated.

Ya know...the 33mph would have been so much more dangerous.
