It sounds like the relay may be jammed or faulty (it's yellow) the switch isn't the problem, although an 'uprated' one will help.

This highlights why this is a bad idea, it's usually a bodge done by someone as they do not understand what they are doing, some even try and power the fans via the switch!

Basically, the fans stay on for too long, which is what causes the fuse to melt, this is caused by the vast span of the switch. Therefore, the resolution is to rewire, that way you are safe in the knowledge you have new wiring and another advantage is the the fans have an independent supply to that of the rest of the system (which is overloaded).

This along with the fuel pump wiring are two common problems.
