The sump doesnt have to be centrally mounted. Yes ideally you would, but it wouldnt be essential if it gets you out of a hole.
Of course an external swirl/collector i an option...but it's more parts, more fittings etc etc If you're getting a custom tank made, then just have the "swirl" internally like Andy did with the Noble.
And no, a small collector tank does not have to be round. Again ideally yes, but certainly not essential, just the same as your main tank doesnt need to be round.
8" tall would be a fairly tall swirl tank, again it depends on diameter. 1.5 litre capacity is a fairly large swirl and depending on pumps and plumbing should be more than adequate for almost any car.
