Ignoring all else, your map sensor is not calibrated correctly in the ecu. Key on, engine off it should be around 1000mbar, obviously this will vary slightly with altitude and weather.
711 is miles off though

Best thing to do is get a Mityvac and actually test and calibrate the sensor manually.

Watch the linearisation screen you've posted apply vac/pressure to the sensor and start filling in some values in the table. It should be a straight line anyway, so it might only take a few entries and you can just interpolate between them.
But it's always good to do this basic test anyway so you know 100% things are reading as expected.
