If its metal, use paint stripper back to bare metal, then prime, paint, laquer & polish. Metal parts only.

If its plastic or resin, paint stripper will melt it.

I have used brake fluid & acetone free nail polish remover before.

All I would do is sand it down so the decals are gone, then paint as above.
