Are the sensors plugged in correctly
Have they been plugged on the wrong ones, if this is case you may well have destroyed the CTS
Is the cts connected to the ecu check the connector
If all is well unplug the cts and bridge it out the ecu will interpret this as 80 C and do the run test again with actuator plugged in
open circuit the ecu will interpret that as -55C
