not always-as the sender gets up to temperature it can misbehave-worth trying a new one for little expenditure-and or wire up a capilliary gauge to measure the actual temperature of coolant-or use a heat/temperature sensing gun
worth also checking if the cooling fan is turning the correct way-thats assuming it works as it should-if engine is genuinely hot it should be on trying to cool it
