For your budget you could probably buy a focus rs block and head. That's the route I went. There proven to be pretty strong and makes a reasonably straightforward build.

It's all the little bits that add up though. You'll need to sort out a alternator set up for one, and breather set up. Thermostat etc.

Building a block and head up is the relatively straight forward bit imo
