Ok done some more investigating, and think i have found the problem, but stuck on how to fix it...
I undid the feed to the 044 pump and fuel was only seeping out, i then undid the return to tank and fuel started to flow properly and a very good rate.
It seems that the swirl pot instead of being pressurised is possible has a vaccum stopping the pump from pulling through.
HELP i am REALLY stuck on this one.

Did you un do it at the pump or the pot, looking at the photo above could the pipe have a kink in it where it dose a 90 turn, I also had an issue with a header tank I had made where the fitting was welded on not lined up with the hole in the tank so had to drill through the fitting to open the hole up.
