take the pipe off and test to see if its blocked or attach some pipe to the back of th block to test the flow and see

as it could even be a block in the back of the block ( doubt it though )

take off the oil feed before the turbo first and with a cup test for the feed, if it comes out then attach to turbo ( should be done this way anyway i was told, so if ya already doing that then test the back of the block with a new pipe
