Its basically an 'old school' cold idle valve. Just lets extra air in when cold to maintain a stable idle. Has a bimetallic strip inside that heats up (both via the 12v connection and engine heat) that closes the halfmoon inside so that when the engine is warm, no extra air flows through.

If you remove it, your cold idle will be shite!
