Not normal, as the injector plate is hold in place by one nut. You can change your inlet manifold and with the injector plate still tightened up, there will be no leak.

Get a new gasket, clean the surfaces thoroughly, put the gasket in and use sealant (hylomar etc.) around the coolant area in the middle on both sides.
