you have got the key in and turned yes?

is the steering lock pin bent?

if you have no steering wheel on the wheels will or should turn lock to lock without resistance as the steering lock is within the steering wheel hub assembly.

if the key is in and turned to position 1 or 2 the steering lock will be disengaged.
