How it's done with little to no revs answers the question - a flamer kit. Basically a spark plug in the tailpipe and a can of gas in the boot piped down into the tailpipe as well.

A switch in the cabin lets you shoot a flame out the back and revving it a little gives the illusion that it's shooting out as unburnt fuel.

Not particularly convincing and not very impressive IMHO
