Hi has anyone had any dealings with the above?

I bought a car in the UK and then went on a tolled road in Ireland (tried to pay the toll but was told I couldnt pay on foreign reg plates)

I received an email from the person in the UK i bought the car from (4 months after I bought it) saying that EPC have contacted him looking for payment with penalties attached.

Is this like the McDonalds parking companies where if they are ignored they cannot pursue?
