To make sure the panel is working properly, these are PWM controlled (pulse width modulation) - easily checked though..

Get a 12v bulb connected to the heater valve connector, with car switched on , put heater in mid position, bulb should flash on off about once a second, with it hot/cold it should either stay lit or be off. (I never know which way round it is but it's obvious when you check it.)
