The whole stolen BS is just that, BS. The real reason they are so adamant about legal plates, is so ANPR, Speed cameras etc can read the plate so it's a doddle for their automated fine systems. Any other reasons are secondary to that. And the stolen car aspect....I'd say well down their lists.
Finding stolen cars might actually require some effort on their part...lets face it, that isnt likely to happen too often.
