It doesn't make any sense, you could do away with the ISCV totally (if so wanted), it is merely a valve that allows air to bypass the throttle. Opening the throttle would achieve the same thing.
Unplugging it means the valve is shut, it is when power is applied it opens to increase the idle speed such as when cold, it may be something really weird like the amount of fueling is really lean (which again points to a lack of fuel) and by closing the valve the mixture ends up richer, which is why it runs for a moment, perhaps.
