Clearly the problem lies with a mechanical problem on that cylinder!

Compression does not really tell you much as there may be a bad valve clearance, for example.

The FPR is a totally mechanical affair, it's more likely what you are hearing is the injectors 'pulsing' with you plug the PHASE sensor back in.

When the ignition is on the fuel pump does not run (unless you have changed the standard setup)
