Could be a relay, but check the wiring and connector on the pump (it's the lowest 2 way connector).

I doubt the fuse is in the main fuse box, so keep looking for a dodgy fuse - I believe the ABS ECU is behind the driver's side rear quarter trim panel, so have a look there for the fuse.
