A 130 TDCi doesn't have a lift pump! It just has the one high pressure pump. Sounds like they're properly having your pants down.

Your first mistake was taking it to a Ford dealer. In my experience they know pretty much nothing about diesel problems. Get it out of there, and get it to a Delphi specialist for a proper diagnosis.
