Vacuum leak would indeed cause I high idle (air bypassing the ICV and TB) so probably not that.
MAP sensor could cause this, or a split in the vacuum hose to the MAP sensor as it wouldn't see true MAP putting the fuelling and timing out (would see nearer 100kpa (atmospheric pressure) so would be rich and advanced).
