I need to call on the experience of the EFi gurus.

I've set the fuel pressure to 3.5 BAR with the vacuum removed (STD Regulator) and I've set the CO% at idle to 1.5%.
But to me it seems to idle a little low when it's warm and it hunts around a little. I'm trying to set the base idle as per all of the instructions I can find but as soon as I remove the ISVC plug it stalls. Any ideas?
I can change the idle a little by turning the screw in the throttle body with the ISCV connected but not enough to be comfortable and obviously it's not right. I've cleaned the ISCV and I'm guessing it's working as it keeps the engine running when plugged in and it idles at around 1200 rpm when cold. I've cleaned the screw in the TB, I've cleaned the thread, I've cleaned the small air intake from inside the TB. I've taken the solenoid off the back of the valve and when plugged and unplugged I can feel the plunger move or "click"
I'm starting to think it may be a vacuum leak, but I'd have thought that would cause it to rev higher?
