Default play between rear beam bush sleeve and bolt

I just noticed there is some play, about 1 to 2 mm, between the bolt that mounts the rear subframe to the chassis and the sleeve where the bolt goes through. It turns out the Powerflex bushes have this, but also older Deflex bushes I still have and even the original ones.

To me this doesn't look very good. It seems like the beam can move around on the bolts. I know at the top the sleeve goes into a hole in the chassis rail, but on the bottom there is nothing to hold the sleeve in place. Wouldn't it be better if the metal sleeve was tight around the bolt?
