The actuator doesn't need to be coded to the car, it's a lie spread by Ford so they can sell you a complete turbo, rather than just re-solder a couple of components.
To the OP - I'm suspecting turbo and not fuelling. You need to see what boost you're producing - Rig up a boost gauge and you want to see it peak at 30PSI (overboost) and tail off to around 20. Any less and you've either got a dodgy turbo, or a leak somewhere.
