Yes it is normal. The revs are designed to hang higher a bit longer at speed for smoother gear changes and to take a bit of stress off the clutch.

You will notice if you drop the clutch at speed, put it into neutral then brake, the revs will stay at about 1500rpm until the car stops, which is when it will drop to normal idle speed.
