The way they teach it now is to slow down in what ever gear you are in and only
change down when you know you are able to continue, If you are stopping, then you should stop in what ever gear you are in
This is what I was told, not to use the gears, just to slow using the clutch and brake, as the brake lights let other vehicles know that you are slowing down.
