Usually with the pump the original relay is used as the 'trigger' for the new relay, some go back to the battery for the ground as it has the least path of resistance then, but imo this is overkill and using a good ground elsewhere will suffice, but yes the live should have a fused connection from the battery.

With the gauge is sounds like a sender problem, maybe float jammed etc, does it have fuel in it?
