Default garrett gr28rs protential problem

Hi guy iv got a gt28rs turbo fitted to my rs turbo (efi) that's almost new cover maybe a couple hundred miles but its got a bit of a whistling /high pitch sound coming from it.

Basically i had the turbo and new management fitted by quite a well known ford tuner but within a week the first gt28 turbo pack up because the tuner made a silly mistake and never check the oil flow through the resricter and there wasn't any so cooked the turbo but give the man his due he put his hands up and replaced it free of charge and now the new turbo is making a similar sound but no where near as loud.

Before i go back moaning as hes helped me a lot with the car i want to check to see how much oil is coming out the feed and restrictor. My question is if i crank the car over without it starting for 30 seconds with the oil feed going into a pot how much oil should i expect to see as i have no idea how much should be going through a bb turbo? Also the car originally had a t3 that i never fitted water feed to it so the tuner never put water cooling to the gt28ts is it ok to run a bb turbo with now water cooling it?
