Default Ford Fiesta Idle speed control valve?

Hi folks,I'd really appreciate some help/advice.
We have a 2004 Ford Fiesta that keeps cutting out first thing in the morning and when slowing down at lights/junctions etc.
All research points to a faulty idle speed control valve but I've been told by a mechanic that these don't have an idle control valve but rather an air flow sensor or something that is at least £300?
When the car is heated up it doesn't cut out as much but it's really bad for the first 20 minutes or so and seems to be getting worse.
Could anyone tell me if these models do in fact have a idle speed control valve?Any help/advice is much appreciated.Thank you.
