Could be the pump, or the fuel pressure regulator, or the Inlet Metering Valve. A Delphi diesel specialist can check whether it's the IMV. The fault codes may also help - You'll probably have P1211, an P0251, but what other codes do you have...

Definitely recommend taking it to a diesel specialist who knows Delphi stuff! Otherwise you'll end up fitting parts at random and hoping.
