You sure about that ? I thought the MSA did state sealed bulkheads were required so fuel/fumes wouldnt escape into the passenger compartment.

I know at some local hillclimbs they wouldnt tolerate a tank open like the above photo, as a friend got pulled for having a swirl tank mounted in a similar spot, and he had to move it.

Other cars have their fuel tanks enclosed in another box to seal it off.
