Reading the comments on the youtube video apparently ring rules state that you aren't allowed to stop at any point of the track whatsoever. Perhaps those who have been and know the rules a bit better can shed some more light but I would think that they would have emergency crews on hand for this sort of thing. Stopping to check if they were OK would've proved fruitless, harsh but true, nothing you could've done if you'd stopped until paramedics got to the scene.
