I think you should do the decent thing and pay the full amount back. It’s not the fault of the buyer that you didn’t insure the item correctly. Why should he be made to take the cost of your mistake?

If you have a problem with the Post Office then take it up with them.

Do the decent thing otherwise it’s your rep that’ll take the hit.
