Can't beat a mk1 MX5 for that budget, pick an okay one up for 5-600 quid, weld the diff, couple of cheap buckets and harnesses, then go up the pub with the leftovers!
Wouldn't even touch the engine, 1.6 or 1.8, both will happily skid if you've got the know-how.
really like the mk1, think its because of the pop up headlights
