if you filter in without making any other cars have to slow down or brake then thats how it should be, im on about those that run down the outside lanes to the point that they are like 2 metres from where the lane ends, they then come to a halt and gradually nudge until someone in the flowing correct lane has to stop to let them in, and when everyone does it, the flowing lane is forced to stop every other car to let one of these people in which is what causes the queue in the first place, the poeple sitting in the queue are the ones that filtered in safely with plenty of time.
