Could be any number of things, and needs a proper diagnosis by a diesel specialist unless you want to keep fitting parts.

The two main culprits are the inlet metering valve (on the pump), and the fuel pressure regulator (on the end of the fuel rail).

Surprisingly, even a duff fuel filter can cause a similar issue.
